Promoted through a series of advanced technical roles to a leadership position managing the United States Marine Corps Engineering and Operations Program. Serve as Lead Systems Engineer for the USMC’s Technical Control and Analysis Center (TCAC). Managed an aggregate budget of $5.2 million for nine projects. Lead a staff of 35 consisting of software engineers and associated technicians, help desk personnel  and on site support personnel. Design, develop, test and document projects in concert with executives and technical teams. Create and implement SEI CMM SW Level 3 process improvements across the program.

Maintain a high level of customer contact and conduct extensive progress briefings and demonstrations. Relied upon by USMC representatives for technical and domain knowledge and guidance on program improvements and projects. Represent Titan and the Marine Corps on four technical working groups at the Defense Information Systems Agency. Member of the Management Steering Committee of Titan’s Systems Integration Sector.

Key Projects and Achievements:

  • Designed new database architecture for TCAC (utilizing Sybase 12.5, XML technologies and Cocoon) that provides greater interoperability within the USMC SIGINT family of systems. This successful effort cemented the client relationship and was instrumental in increasing TCAC revenue from $40,000 in FY2000 to $2.1 million in FY2005, a key segment of anticipated total program revenue of $5.2 million.
  • As Lead Integration Engineer, coordinated resources from multiple government offices to gather requirements and develop initial version of the Collection Management Mission Applications (CMMA) program for the Defense Department. Created infrastructure, applications, and data provisioning. Shepherded CMMA to successful DoDISS certification.
  • Software Development Manager for the Navy’s Information Warfare Mission Planner (IWMP), including manning, SEI documentation, security accreditation, scheduling and initial requirement development. Managed daily activities of nine engineers working on multiple prototypes. Developed architecture utilizing XML to create dynamic user interfaces based on SQL queries.
  • Project Manager for Marine Corps Intelligence Activity (MCIA) support project involving six engineers working at two sites.
  • Software Development Manager for the Tactical Control and Analysis Center Product Improvement Program (TCAC-PIP) for the Marine Corps. Installed Sun/Solaris SPARC workstations developed using X-Windows/OSF Motif interfaces.
  • Designed functional studies and created a migration plan to port TCAC to the DII COE baseline, a successful effort that has become the standard for other Titan programs.
  • Resurrected a stalled project to lead successful SEI CMM Level 3 software assessment, working closely with the customer and providing key domain knowledge.
  • Supported successful Protection Level 2 security accreditation critical to TCAC operation, resolving issues  with the baseline that threatened the process.
